LIHTC applicable percentages by month

For November 2026 the IRS computed rates are 8.24% for the 70% present value credit and 3.53% for the 30% credit (Rev. Rul. 2026-21). Most deals use 9.00% and 4.00% instead, because the statutory floors are higher than every computed rate since January 2024.

Each row read from the IRS revenue ruling's Table 4, "Appropriate Percentages Under Section 42(b)(1)", on October 30, 2026. "Use" columns apply the floors in IRC 42(b)(2) and (b)(3) to buildings that qualify for them.

As of October 30, 2026. Sources: IRS revenue rulings, Table 4 (one link per month below); IRC 42(b) (Cornell LII). An estimate, not tax or legal advice.

How to read the table

The computed rates move with Treasury yields: the IRS discounts ten years of credits at 72% of the average of the federal mid-term and long-term rates (IRC 42(b)(1)(C)), and sets the percentage so they are worth 70% or 30% of qualified basis. Over these 35 months the 70% rate ran from 7.90% (October 2024) to 8.24% (November 2026), and the 30% rate stayed between 3.39% and 3.53%.

Both floors sit above that whole range, so for nearly every deal today the answer is 9.00% or 4.00%. The computed rates still matter for buildings no floor covers (some placed in service or allocated before 2021), for the credit on later additions to qualified basis, and as a gauge of how far rates would need to rise before the floor stopped binding.

Example

A bond-financed building placed in service in November 2026 with $20,000,000 of qualified basis takes 4.00% (the computed rate was 3.53%), so its annual credit is $800,000, against $706,000 at the computed rate. Run the credit estimator.

Questions people ask

What is the LIHTC applicable percentage?

The rate applied to qualified basis to get the annual credit. The IRS computes it each month so that ten years of credits have a present value of 70% (new, unsubsidized buildings) or 30% (bond-financed and acquisition) of qualified basis, and publishes it in a revenue ruling, Table 4.

If the computed rate is 8.24%, why do deals use 9%?

IRC 42(b)(2) sets a floor of 9% for new buildings placed in service after July 30, 2008 that are not federally subsidized. Every computed 70% rate since January 2024 has been below 9%, so the floor governs.

Who gets the 4% floor?

IRC 42(b)(3) gives a 4% minimum to any new or existing building that the 9% floor does not cover, placed in service after December 31, 2020. Under the Consolidated Appropriations Act, 2021 it reaches buildings whose allocation, or for bond deals whose bonds, came after December 31, 2020.

Which month's rate applies to my building?

The month the building is placed in service, unless the owner elects to lock the rate in the month of the binding agreement (a 9% carryover allocation) or, for a bond deal, the month the bonds are issued (IRC 42(b)(1)(A)). The election must be made by the fifth day after the end of that month. For buildings under a floor the lock matters only if the computed rate ever rises above it.

When is the next rate published?

The IRS posts the ruling around the middle of the month before it applies. The table runs through November 2026; we checked for a newer ruling on October 30, 2026.
